Julie Ann Payne-Bixler, beloved and cherished wife, mother, and grandmother, peacefully passed away in her home surrounded by loved ones on July 1, 2026. Julie was 74 years old and lived in Lee’s Summit, MO.
Julie was born on February 23, 1952, in Jamesport, MO, at Bailey Clinic-952. She treasured her small-town upbringing in Gilman City. Julie carried fond memories of her time on the basketball court, showing sheep, and her mother’s homemade fried chicken, ham, cakes, and pies. Her love for the Father and Jesus formed and blossomed at the Gilman City Church of Christ. She loved her family fiercely and told the best childhood stories that could have been written for a children’s novel.
Julie met the love of her life, Stephen Michael Bixler, on the Northwest Missouri State University campus during a college dance. Upon meeting, their eyes lit up, and it was love at first sight. They were married in Maryville, MO, on May 18, 1974. Fifty-two wonderful years of marriage, having been together for fifty-four years. They lived, worked and enjoyed the friendship of neighbors and friends in Maryville, MO; Omaha, NE; Alexandria, VA; and Lee’s Summit, MO.
Julie had two children, Chad Michael Bixler and Elizabeth (Liz) Ann Bixler-Carr. She made their childhood joyful through her natural ability to turn the simplest acts of love into the most wonderful moments. She led with a tender strength, instilling the virtues of humility, kindness, and hard work. She was their best friend, biggest cheerleader, and rock. She was the definition of the “Best Mom Ever”.
Julie had four grandchildren who lit up her world as much as she lit up theirs. The powerful and meaningful connections she made with each grandchild were truly remarkable. She made each feel so special, sparked curiosity and wonder, and kept up with all aspects of their lives. There was never a time she did not have for them, even in her last hour. Her love will be felt forever.
Julie was an extremely talented businesswoman who knew the intricacies necessary to ensure a profitable and sustainable operation. She played an instrumental role in several successful family businesses. She was a natural leader who navigated business complexities, strategies, cutting-edge business ideas, and models. She was a master at developing and implementing plans of action, no matter how big or small. Julie persisted until the job was done.
Julie had a fondness for traveling that began when her Grandmother Essie took her on the train to Colorado. Ever since, she has thoroughly enjoyed traveling across the United States and the Caribbean Islands. Each trip created fond lifelong memories.
Julie faced her 30-year health battle with grace, courage, and love. She never let her illness define her. Even with her earthly limitations, she connected with family and friends in a deeply personal way. Her presence and love made people feel seen, respected, and important. Her indelible mark on so many lives, overcoming hardships and always looking for the good, will be passed down for generations to come.
Family members who have preceded her in death include: her parents, Kenneth and Mary Elizabeth Payne; her in-laws, Robert John and Patricia Ann Bixler; and her sister, Sandra Sue Payne. Julie is survived by her husband, Stephen M. Bixler; Son, Chad Michael Bixler, and his wife, Jessica Dawn Bixler; Daughter, Elizabeth Ann Bixler-Carr, and her husband, Michael Eugene Carr; and Grandchildren, Lincoln Michael Bixler, Eleanor Ann Carr, Aria Mell Bixler, and Daniel Eugene Carr. Julie was also survived by her brothers, Billy Keith Payne and his wife, Dorothea Ellen Payne; Kirby Lowe Payne and his wife, DeLynda Kay Payne; and Sue’s husband, Roger K Hendren. Julie was also survived by many nieces, nephews, great-nieces, great-nephews, great-great-grandchildren, and friends.
